Paul could understand speech and could read, but he could not speak. He lived at a group home.
On an outing from his group home to eat lunch at a local park, Paul left the group. Once they realized he had gone, his caretakers called police. Paul was found a mile away.
When police demanded Paul should return to the group, he refused. When police insisted, Paul became frightened and struggled with the officer. The officer called in three more police officers, and they pinned him down to the ground and handcuffed him. Since Paul had hit his head during the takedown, they called an ambulance.
Around the time an ambulance arrived, Paul collapsed, went into cardiac arrest, and died. His cause of death was ruled to be accidental, resulting from a restraint-related cardiac arrhythmia.
